it is not abnormal for a new vehicle to have 83 miles on it, when a vehicle is built it will be driven around the shipping yard (minimally), then after it has been dropped off at the dealership it will be give a pre-delivery inspection (where a certified mechanic will road test it to make sure everything is working properly), then the car could be taken on test drives by other customers, salespeople, or managers.

in some cases vehicles are dealer traded where the car originally went to a different dealer, then was traded to the current dealer therefore putting miles on it.

it is not excessive mileage and if it is exactly what you want go for it =)
